A. 
There is hereby established by the Legislature of Rockland County a Safety Council to consist of 14 employees of the County of Rockland, which Committee shall include two representatives designated by the Civil Service Employees Association and one representative designated by each of the following:
(1) 
Correction Officers Benevolent Association.
(2) 
Rockland Association of Management.
(3) 
Sheriffs' Correction Officers Association.
(4) 
Sheriffs' Deputies Association.
(5) 
United Federation of Police, Inc.
(6) 
United Public Employees Association.
(7) 
United Salaried Physicians and Dentists.
(8) 
Rockland Community College.
(9) 
Department of General Services.
(10) 
Department of Fire and Emergency Services.
(11) 
Department of Highways.
(12) 
Rockland County Sewer District No. 1.
B. 
Those representatives designated by the constituent organizations shall serve until replaced, and only formerly designated representatives shall participate and be considered voting members of the Council.

The Department of Insurance and the Rockland County Workers' Compensation Self-Insurance Plan shall supply the necessary administrative and secretarial support to the Council so as to provide for its needs and functions.

The Rockland County Safety Council shall have the following duties:
A. 
To advise the County Executive concerning the establishment or modification of the safety policy for the County of Rockland and to monitor compliance thereof.
B. 
To solicit, review and respond to employee concerns regarding workplace hazards.
C. 
To conduct workplace safety and health audits.
D. 
To ensure that all written policies mandated by law are updated, complete and in the hands of those charged with their implementation.
E. 
To review monthly reports of material workplace accidents, identify their causes, recommend corrective action, where appropriate, and confirm implementation of the recommendation.
F. 
To establish and maintain an appropriate schedule of training programs, as mandated by law, or determined to be necessary adjuncts to County safety policy, and to advise the Director of Insurance and Risk Management concerning the availability and cost of such programs.

G. 
To adopt a mission statement and submit an annual report to the Director of Insurance and Risk Management of the goals and accomplishments of the preceding year.

H. 
To report to the County Executive those cases in which departments and agencies have, after reasonable notice of unsafe workplace practices or conditions, violations of policy or noncompliance with legal mandates, failed to initiate effective corrective action.
When said Safety Council shall determine that conditions exist constituting safety hazards which require corrective action and where initiative is not exercised by the heads of departments and agencies in County government, it shall report the same to the Legislature of Rockland County for action.
All employees of Rockland County shall attend such safety training sessions or conferences as may be scheduled for which their presence is requested by the Safety Council.
All department heads of all agencies of government of Rockland County are hereby instructed to implement schedules which will provide for the attendance of their employees at safety training sessions.

The Safety Council shall select its own Chairperson, to serve for a term of 12 months, with successive Chairpersons being thereafter elected for terms of 12 months, with no person serving consecutive terms as Chairperson.

The Director of Insurance and Risk Management and the Safety Consultant to the Rockland County Workers' Compensation Plan shall be invited to attend each meeting of the Safety Council and provide such advice as the Council may request.
