In event of any public emergency involving the health, comfort, peace
and safety of any substantial number of citizens of the City, the Mayor, in
the exercise of general police power, may forthwith promulgate rules and regulations
and take such steps as may be necessary to deal with the emergency until such
time as by specific ordinance such emergency is cared for.
The Council member designated by the Mayor pursuant to § 6
of the Charter to perform the duties of the Mayor during the absence or disability
of the Mayor shall be called the "Vice Mayor."
