A. 
State laws adopted. Section 167.10, Wis. Stats., regulating the sale and use of fireworks, exclusive of any penalty imposed thereby, is adopted by reference and made a part of this Code as if fully set forth herein.
B. 
Fireworks permits. Fireworks, other than those prohibited by the laws of the state, may be used and displayed in open fields, parks, rivers, lakes and ponds by public authorities, fair associations, amusement parks, civic groups and other organizations when a permit for such display has been granted by the Fire Chief. The Chief shall not issue such a permit unless, after investigation, he or she finds that the applicant will use the fireworks in a public exhibition, that all reasonable precautions will be exercised with regard to the protection of the lives and property of all persons and that the display will be handled by a competent operator and conducted in a suitable, safe place and manner.
C. 
Sparklers in parks prohibited. Except as permitted under Subsection B, no person shall ignite a sparkler in a public park within the Village.
Any person who violates any provisions of this chapter shall be subject to a penalty as provided in Chapter 1, General Provisions, § 1-19, of this Code.
