There is hereby created an advisory committee which shall be known as
the "Township of Franklin Historical Advisory Committee," hereinafter called
the "Advisory Committee."
A.
The Advisory Committee shall consist of 12 members, all
of whom shall be appointed by the Mayor, with the consent of the majority
of the members of the Township Committee, as a whole, and shall serve at the
pleasure of said Township Committee, and the remainder shall be ex officio
members, as provided herein. Persons residing within the Township of Franklin
who are interested in historical aspects of the Township of Franklin shall
be eligible for appointment as members of the Advisory Committee. Vacancies
of the Advisory Committee shall be filled in the same manner as the original
appointments, except that vacancies occurring other than by expiration of
term of office shall be filled only for the remainder of the unexpired term.
Of the original appointees, three shall be appointed for a term of one year
each, three shall be appointed for a term of two years each, three shall be
appointed for a term of three years each and three shall be appointed for
a term of four years each, and the successors of all 12 initial appointees
shall be appointed for terms of four years each. Any member who has served
shall be eligible for reappointment.
B.
The Mayor, a member of the Township Committee appointed
by the Mayor, the Chairman of the Township of Franklin Planning Board, the
Chairman of the Township of Franklin Zoning Board of Adjustment and the Chairman
of the Township of Franklin Recreation Commission shall be ex officio members
of the Advisory Committee.
C.
The Advisory Committee is encouraged to seek participation
of other township residents in its activities.
The Township Committee shall designate a member of the Advisory Committee as Chairman thereof, who shall serve for a term of one year. At the first meeting of the Advisory Committee, its members shall elect from among themselves the officers of the Advisory Committee and shall establish rules and procedures for its members. It shall keep accurate records of its meetings and activities and shall file an annual report as provided in § 58-5 of this chapter.
The powers and duties of the Advisory Committee shall be to:

Acquire and preserve documents, records and relics of
the Township of Franklin and whatever may relate to the history of the State
of New Jersey and the United States.
B.
Encourage the protection and preservation of the historical
landmarks and points of interest within the Township of Franklin.
C.
Encourage historical and genealogical research and publication
of its results.
D.
Make all information and acquisitions of the Advisory
Committee available to the public.
E.
Advise the Township Committee on matters affecting the
historical landmarks and points of interest.
F.
Maintain an up-to-date inventory or index of all historical
documents, records, relics, landmarks and points of interest within the Township
of Franklin.
G.
Seek to coordinate, assist and unify the efforts of private
groups, institutions and individuals within the Township of Franklin in accord
with the purposes of this chapter.
H.
Maintain liaison and communications with public and private
agencies and organizations of local, state and national scope whose programs
and activities have an impact on the protection and preservation of the historical
points of interest or who can be of assistance to the Advisory Committee.
I.
Carry out other such duties as may be assigned from time
to time by the Township Committee.
The Advisory Committee shall submit an annual report to the Township
Committee not later than the first day of December of each year covering the
activities and work of the Advisory Committee and from time to time shall
submit such reports and recommendations as may be necessary to fulfill the
purposes of this chapter.
The members of the Advisory Committee, including ex officio members,
shall receive no compensation for their services as members thereof but may
be reimbursed for reasonable and necessary appropriations made available therefor,
but only upon request to and approval by the Township Committee.
This chapter shall be deemed an exercise of the powers of the Township
of Franklin to protect and preserve historical documents, records, relics,
landmarks and points of interest located within the Township of Franklin,
and this chapter is not intended and shall not be deemed to impair the powers
of the Township Committee, Planning Board, Zoning Board of Adjustment or any
other public corporation.
