The provisions hereof relate to the parks, streams, lakes and recreational areas within the jurisdiction of the Township of Franklin in the County of Gloucester and State of New Jersey, hereinafter referred to as "park areas," and to all persons who enter upon or use said areas. The Township Committee of the Township of Franklin, in the County of Gloucester and State of New Jersey, is hereinafter referred to as the "Committee."
It shall be unlawful for any person in park areas to:
A. 
Willfully mark, deface, disfigure, injure, tamper with or displace or remove any tree, plant, building, bridge, table, bench, fireplace, railings, paving, waterlines or other public utilities or parts or appurtenances thereof, signs, notices or placards, whether temporary or permanent, monuments or other structures or equipment facilities or Township property or appurtenances whatsoever, either real or personal, without the authorization of the Committee.
B. 
Construct or erect any building or structure of whatever kind, whether permanent or temporary in character, or run or string any public utility into, upon or across such lands without the authorization of the Committee.
C. 
Throw, discharge or otherwise place or cause to be placed in the waters of any fountain, pond, lake, stream or other body of water in or adjacent to any part of any tributary, stream, storm sewer or damn flowing into such water, any substance, matter or thing, liquid, solid or gas which will or may result in the pollution of said waters, including, but not limited to, those materials designated as hazardous waste pursuant to the New Jersey Statutes.
D. 
Dump, deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, waste, garbage or refuse or other trash, and no such refuse or trash shall be placed in any waters in or contiguous to park areas or left anywhere on the grounds thereof, but shall be placed in the proper receptacles, where these are provided, and, where receptacles are not so provided, all such rubbish or shall be carried away from park areas by the person responsible for its presence and properly disposed of elsewhere.
E. 
Drive any vehicle on any area except the park roads or designated parking areas, nor leave a vehicle standing or parked at night in established parking areas or elsewhere in park areas.
F. 
Ride a bicycle on other than a paved vehicular road or path designated for that purpose or leave a bicycle lying on the ground or paving or set against trees or in any place or position where other persons may trip over or be injured by it.
G. 
Indecently expose his or her person or dress or undress on any beach or in any vehicle, toilet or other place in park areas.
H. 
Swim, bathe or wade in any lake, stream or other body of water in park areas, except as may be authorized by the Committee.
I. 
Launch, dock or operate any gasoline-powered watercraft in Iona Lake and Malaga Lake and in any other waters, except as specifically authorized and in strict compliance with the state laws, rules and regulations.
J. 
Picnic in places other than those designated for that purpose, or violate the regulation of individual fireplaces which, together with tables and benches, follow generally the rule of first-come, first-served, unless reservations are approved in advance by the Committee for groups and organizations.
K. 
Use any portion of the picnic areas or of any of the buildings or structures therein for the purpose of holding picnics to the exclusion of other persons nor shall any person use such area and facilities for an unreasonable time if the facilities are crowded.
L. 
Leave a picnic before the fire is completely extinguished and before all trash in the nature of boxes, paper, bottles, garbage and other refuse is placed in the disposal receptacles where provided. If no such trash receptacles are available, then refuse and trash shall be carried away from the area by the picnicker to be properly disposed of elsewhere.
M. 
Set up tents, shacks or any other temporary shelter for the purpose of overnight camping, nor shall any person leave in the park areas after closing hours any movable structure or special vehicle to be used for such purpose, such as house trailer, camp trailer, camp wagon or the like, without prior approval of the Committee.
N. 
Take part in or abet the playing of any games involving thrown or otherwise propelled objects, such as balls, stones, arrows, javelins or model airplanes, except in areas set apart for such forms of active recreation by the Committee.
O. 
Ride a horse, except on designated bridle trails. Where permitted, horses shall be thoroughly broken and properly restrained and ridden with care and shall not be allowed to graze or go unattended, nor shall they be hitched to any rock, tree or shrub.
Lakes, streams and other bodies of water in park areas which are suitable for fishing shall be available to the residents of the Township of Franklin for public fishing at lawful times and in such manner as may be permitted by the laws of the State of New Jersey.
While in park areas, all persons shall conduct themselves in a proper and orderly manner, and in particular no person shall:
A. 
Possess alcoholic beverages or a controlled dangerous substance or its analog, as defined in New Jersey Statutes Annotated, in park areas or consume the same while there. Violation of this Subsection A shall be punishable by a fine in the sum of $200 or imprisonment in the county jail for a maximum of 90 days, or both.

B. 
Enter into or loiter or remain in any part, structure or section thereof which may be reserved and designated for the use of the opposite sex. Exception is made for children under six years of age.
C. 
Solicit alms or contributions for any purpose, whether public or private.
D. 
Build or attempt to build a fire, except in such areas and under such regulations as may be designated by the Committee and in conformance with the Forest Fire Service of the State of New Jersey. No person shall drop, throw or otherwise scatter lighted matches, burning cigarettes or cigars, tobacco paper or other inflammable material within park areas or any highway, road or street abutting contiguous thereto.
E. 
Enter an area posted as "Closed to the Public," nor shall any person use or abet the use of any area in violation of posted notices, including but not limited to parking in areas designated for the handicapped.
F. 
Gamble or participate in or abet any game of chance.
G. 
Sleep or protractedly lounge overnight on the seats or benches, or engage in loud, boisterous, threatening, abusive, insulting or indecent language, or engage in any disorderly conduct or behavior tending to a breach of the public peace.
H. 
Expose or offer for sale any article or thing, nor shall any person station or place any stand, cart or vehicle for the transportation or sale or display of any such articles or things without written consent of the Committee.
I. 
Paste, glue, tack or otherwise post any sign, placard, advertisement or inscription whatever, except as may be authorized by the Committee.
J. 
Grow, cultivate, plant or harvest any illegal plantings of a substance defined as a controlled and dangerous substance pursuant to New Jersey Statutes Annotated.
A. 
Except for unusual and unforeseen emergencies, park areas shall be open to the public every day of the year during daylight hours, except for ball fields which will be open to the public every day of the year during daylight hours with the exception of Sundays, when they shall be limited to use by the public between the hours of 12:00 noon and 5:00 p.m. No gasoline-powered motorcraft shall be used on Franklin Lake before 12:00 noon on Sundays.
B. 
Park areas or any section thereof may be declared closed to the public by the Committee at any time and for any interval of time, either temporarily or at a regular and stated intervals (daily or otherwise), and either entirely or merely to certain uses, as the Committee shall find reasonably necessary.
A. 
The Committee and any park attendant or any person given lawful authority by the Committee shall have the authority to eject from the park any person acting in violation of this chapter.
B. 
The Committee and any park attendant or any other person given lawful authority of the Committee shall have the authority to seize and confiscate any property, thing or device in the park used in violation of this chapter.
C. 
Any person convicted of violating the provisions of this chapter relating to conduct in public parks or any regulation or rule promulgated hereunder shall be subject to a fine not exceeding $500 or to imprisonment in the county jail for 90 days, or both, for each offense.
