There shall be a Cultural and Arts Committee in the Borough consisting of seven members who shall be appointed by the Mayor with the advice and consent of the Borough Council. Each member shall serve without compensation.
The Culture and Arts Committee shall consist of seven members of the public. The Culture and Arts Committee shall each serve for a term of three years except that the terms of the members first appointed to the Committee shall be as follows:
A. 
Two for a term of one year;
B. 
Two for a term of two years;
C. 
Three for a term of three years.
The Cultural and Arts Committee shall have the following duties and functions:
A. 
Seek and apply for any and all grants and outside funding related to preserving and enhancing the arts and culture within the Borough.
B. 
Organize and run programs and activities designed to promote the arts and an appreciation for the arts for the education, pleasure and welfare of the residents.
C. 
Provide assistance to local artists and develop a central registry of local artists.
D. 
Carry out such other advisory, educational and informational functions as will promote culture and arts in the Borough.
Four members shall constitute a quorum for the conduct of official business and for all other purposes. The Cultural and Arts Committee shall elect a Chairman and Vice Chairman from among its members. The Committee shall establish its own bylaws.
