A. 
No person shall distribute or cause to be distributed or strewn about any street or public place any newspaper, except a regularly printed newspaper, paper, periodical, book, magazine, circular, card or pamphlet without obtaining a permit to do so.
B. 
No person shall distribute or cause to be distributed to the occupants of any house, or place or cause to be placed into any areaway, in front or along the side of any house or upon the doorstep thereof any newspaper, paper, periodical, book, magazine, circular, card or pamphlet unless it has been previously ordered by the person in actual occupation of the house, in the areaway of which, in front of which or along the side or doorstep of which the newspaper, paper, periodical, book, magazine, circular, card or pamphlet shall be distributed or placed without first obtaining a permit to do so.
The fee for a permit under this section shall be five dollars ($5.) per person for each day.

Any person who violates any provision of this chapter shall, upon conviction thereof, be subject to the penalties set forth in § 1-17 of this Code.
