A body corporate and politic to be known as the "Housing Authority of the Borough of Collingswood" is hereby created and established, pursuant to the provisions of N.J.S.A. 55:14A-1 to 58, the Local Housing Authorities Law, as supplemented and amended, of the State of New Jersey.
The Housing Authority of the Borough of Collingswood shall constitute an agency and instrumentality of the municipality.
The Housing Authority shall consist of seven (7) members. The governing body of the municipality shall appoint five (5) Commissioners of the Authority and these immediately appointed shall serve for terms of one (1), two (2), three (3), four (4) and five (5) years, respectively, from the date of their appointment; thereafter all future Commissioners so appointed shall hold office for terms of five (5) years, except all vacancies shall be filled for such unexpired term. The Mayor of the borough shall appoint one (1) member for a five-year term.

The Borough Clerk be and hereby is authorized and directed to file a certified copy of this chapter with the Commissioner of the Department of Environmental Protection and Energy of the State of New Jersey. The State Director, upon receipt of notification of the creation of the Housing Authority, shall appoint one (1) member thereof who shall hold office at his pleasure.
