No person shall detain or fail to return any book or article borrowed from the Collingswood Public Library contrary to the rules and regulations of the Library after thirty (30) days have elapsed from the date of posting by certified mail, return receipt requested, of the notice demanding the return thereof, addressed to said person at the last address furnished to the Library. In the event that the person is a minor, the notice shall be sent to the parent or guarantor as shown on the records of the Library.
No person shall willfully or maliciously cut, tear, deface, disfigure, damage or destroy any book or other article or any part thereof which is owned by or is in the custody of the Collingswood Public Library.
No person shall register under or furnish a false name or address or use any card other than the one issued to such person for the purpose of borrowing any books or any article or material from the Library.
Any person violating any of the provisions of this chapter shall be subject to imprisonment in the county jail for a term not to exceed ninety (90) days, a fine not exceeding one thousand dollars ($1,000.) or a period of community service for not more than ninety (90) days, or any combination thereof, for each violation. For the purpose of this section, each book or article borrowed from the Collingswood Public Library shall constitute a separate violation. The penalties contained in this section do not in any way affect a person's responsibility to return borrowed library material or its value, plus any accrued fines on that material.
