All members of the Board of Health shall hold said office for the term of three years, except that of the five members first appointed by the governing body two shall be appointed for a term of one year, two shall be appointed for a term of two years and one shall be appointed for a term of three years. The terms shall be so arranged to insure that the terms of not more than two members shall expire in any one year. Members appointed to fill a vacancy caused otherwise by the expiration of the term of office shall fill the vacancy for the unexpired term only.
C.
The alternate members of the Board of Health shall hold said office for a period of two years, except that the terms of the alternate members first appointed shall be two years for Alternate No. 1 and for one year for Alternate No. 2, so that the term of not more than one alternate member shall expire in any one year. A vacancy occurring otherwise than by expiration of term shall be filled by the appointing authority for the unexpired terms.
D.
The alternate members of the Board of Health may participate in discussions of the proceedings of the Board of Health but may not vote except in the absence or disqualification of a regular member. All appointees of said Board of Health shall be governed by the rules of said Board, and they may be removed for cause by said Board. The police officers of the Town of Dover shall be special sanitary inspectors, and they shall promptly report to the Board of Health every violation of the health ordinances of the Town of Dover which may come within their observation or knowledge.
Said Board of Health shall not contract any debts of any kind beyond the amount of the appropriation first made for its use by the Mayor and Aldermen.
