The keeping, harboring or maintenance of any animals which by their noise disturb the rest and comfort of the public shall be considered a nuisance.
The keeping, owning or harboring of dogs or other animals which shall result in offensive smells or odors or which shall create an unsanitary condition shall be considered a nuisance.

Any person, firm or corporation who or which shall violate any of the provisions of this Article shall be subject to one or more of the following: a fine not exceeding $1,000, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days.
