No dog shall be permitted to run at large upon the public streets or in any public park or in any public building or in any other public place or on any property not that of the owner or person harboring said dog within the limits of the Town of Dover, unless such dog is securely fastened to a leash or other means of confinement, held and controlled, or controlled by the person in charge of said dog.
Any dog which shall run at large upon the public streets or in any public park or in any public building or in any other public place or on any property not that of the owner or person harboring said dog within the limits of the Town of Dover unless such dog is securely fastened to a leash, or other means of confinement, held and controlled, or controlled by the person in charge of said dog, shall be deemed a stray dog and may be seized and dealt with in accordance with the provisions of N.J.S.A. 4:19-15.16 et seq., as amended and supplemented.
This Article shall apply to all dogs, licensed or unlicensed.

The provisions of this chapter are enforceable by the Dover Police Department, the Health Officer and Health Inspectors of the Town of Dover, Animal Control Officers, Code Enforcement Officers and any other official assigned or designated by the Town of Dover.

The owner or person harboring any dog who shall suffer or permit such dog to run at large in violation of a provision of this article shall, upon conviction thereof, be subject to one or more of the following: a fine not exceeding $1,000 for each and every offense, imprisonment not exceeding 90 days or a period of community service not exceeding 90 days.
