It shall be unlawful for any person at any time to ride any bicycle or scooter on the sidewalks of any street within the Town of Dover or to ride, lead or drive any horse or other beast of draft or burden over any sidewalk in the Town of Dover or to drive any cart, carriage, wagon or sleigh over any such sidewalk, except in crossing such sidewalk at the entrance to a gate or alley.

It shall be unlawful to ride any bicycle, tricycle, scooter or similar vehicle upon any street or public place within the Town of Dover between one hour after sunset and sunrise unless such bicycle, tricycle, scooter or similar vehicle shall have a lighted lamp of such illumination power as to be plainly seen 100 yards ahead attached thereto.

It shall be unlawful at any time to ride any bicycle, tricycle, scooter or similar vehicle upon any street or public place in the Town of Dover, unless such machine shall have attached thereto a suitable alarm bell, which, when rung, may be heard 100 feet distant; and every person riding such machine shall, upon approaching or being approached by any other person or any vehicle upon or across such street, sound such alarm bell when at a distance of 100 feet from such other person or vehicle and continue to sound such bell until such person or vehicle has been passed.

It shall be unlawful for any person to ride any bicycle, tricycle, scooter or other similar vehicle or to drive any wagon, cart or sleigh or other vehicle in any street or public place in the Town of Dover at a faster rate of speed than eight miles per hour.

Every person violating any of the provisions of this chapter shall, upon conviction, be subject to one or more of the following: a fine of not more than $1,250 for each offense, besides costs of conviction, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days.
