It shall be unlawful for any person or persons to carry on or maintain any pawnshop or pawn brokerage business within the Town of Dover without having first obtained a license so to do as is hereinafter provided.
The Mayor of the town is hereby authorized in his discretion to grant licenses under his hand and the corporate seal of the town to such person or persons as he may deem proper in accordance with the provisions of this chapter authorizing and permitting the person or persons so licensed to carry on and maintain a pawnshop or pawn brokerage business at a particularly designated place within the Town of Dover upon such person or persons so licensed paying therefor as a license fee before such license is granted the sum of $25 for one year.
Any person, firm or corporation who or which shall violate any of the provisions of this chapter shall be subject to one or more of the following: a fine not exceeding $1,000, a term of imprisonment not exceeding 90 days or a period of community service not exceeding 90 days.
