[HISTORY: Adopted by the Council of the Borough of Fair Lawn 7-27-1982 as Sec. 11-9 of the 1981 Revised General Ordinances. Amendments noted where applicable.]
The Council of the Borough of Fair Lawn finds that residents and property owners of the borough would be more effectively and efficiently served by its Police and Fire Departments, its rescue squad, its Department of Public Works and by similar municipal services if readily visible house and building numbers were affixed to all such structures in the municipality.
The Engineering Department shall develop and maintain maps indicating street names and house numbers. Such maps shall be distributable to all municipal departments having need for same.
A. 
It shall be the duty of the owners, occupants or lessee of all dwellings, apartment houses, hotels, commercial and industrial establishments and other buildings to number such buildings with numerals not less than 3 1/2 inches in height, bearing the number assigned as the address to the building or property, of such contrasting color and so located near an entryway as to be readily visible from the street in daylight or when a light is shined upon it at night. Where entry to any such buildings may be gained from a pathway from any sidewalk abutting a street or road, alley, walkway or driveway, the numbers shall also be posted on such entry, subject to the same requirements, so as to be easily seen from said alley, walkway or driveway. The owners, occupants or lessees shall number such dwellings, apartment house, hotel, commercial and industrial establishments and other buildings in accordance with the provisions of this section within 90 days after passage and publication of this chapter.

B. 
The Engineering Department shall be responsible for the assignment of a street address number, consistent with existing numbers, on all applications for new construction of principal buildings. The Construction Official shall, on such applications and on all other applications for construction, require compliance with this section as a condition for the issuance of a building permit.
C. 
If the owner, occupant or lessee of any building shall fail, refuse or neglect to post the number as required or replace it when necessary, the Construction Official shall cause a written notice to be served on such person directing that the number be properly posted or replaced. Any such person not complying with said notice, within 15 days after receipt thereof, shall be deemed to be in violation of this section.
Within 90 days after the passage of this chapter, each party required to comply with this chapter shall cause house numbers to be posted, conforming to this chapter. Nonconforming house numbers or other identification need not be removed, provided that numbers that comply are also posted. It shall be the duty of the Construction Official to notify, by posting on the doorway and by ordinary mail, the owners and occupants who fail to comply with the provisions of this chapter. If not corrected within 15 days from such notification, the parties so notified shall be charged with violation of this chapter by service of summons issued by and returnable before the Municipal Court.
Any person, firm or corporation violating any of the provisions of this article shall, upon conviction thereof, be liable to the penalty stated in Chapter 1, General Provisions, Article III.
