This chapter shall be known as and may be cited
as the "Revised Zoning Ordinance of the Borough of Folsom."
A.
The zoning regulations and districts set forth in
this chapter have been made for the general welfare of the inhabitants
of the Borough and are intended to achieve, among others, the following
purposes: to lessen congestion in the streets, to secure safety from
fire and other danger, to provide adequate light and air, to prevent
overcrowding of the land, to avoid undue concentration of population,
to facilitate the adequate provision of transportation, water, sewerage,
schools, parks, and other public requirements, as well as the conservation
of the value of land and buildings. These were made with reasonable
consideration of the existing character of the various areas of the
Borough and their respective suitability for particular uses.

In addition, the purpose of this chapter shall be
to regulate zoning in the Borough of Folsom pursuant to the provisions
of N.J.S.A. 40:55D-1 et seq. and the Pinelands Comprehensive Management
Plan (CMP).
A.
The regulations set by this chapter within each district
shall be minimum regulations and shall apply uniformly to each class
or kind of structure or land. In all districts, after the effective
date of this chapter, construction of any new building or other structure,
or development and use of any kind of land, shall be undertaken only
in accordance with the regulations specified for each district. Uses
not expressly permitted in this chapter are prohibited.
B.
In all districts, after the effective date of this chapter, any existing building, structure or tract of land which is not in conformity with the regulations for the district in which it is located shall be deemed nonconforming and subject to the regulations of § 200-72. Not more than one principal building or structure shall be constructed or erected on any lot of minimum size.
All requirements shall be met at the time of
the erection, enlargement, alteration, moving or change in use of
the principal use and shall apply to the entire structure or structures
whether or not the entire structure or structures were involved in
the erection, enlargement, alteration, moving or change in use.
