[HISTORY: Derived from Ch. II, Sec. 2-23, of the Revised General Ordinances of the Borough of Fort Lee, 1978, adopted 3-1-1979. Amendments noted where applicable.]
There is created hereby a board to serve within the Borough of Fort Lee and to be designated as the Senior Citizens Council of the Borough of Fort Lee. The Council shall advise and direct the Senior Citizens Department hereinafter created, but shall not have the right or authority to hire and fire employees thereof.
The Senior Citizens Council of the Borough of Fort Lee shall be composed of 13 voting members as follows:
A. 
Five members shall be appointed by the Mayor and Council from among the residents of the Borough of Fort Lee.
B. 
One member shall be the Council liaison to the Senior Citizens Council, as designated by the Council.
C. 
One member shall be the Director of Senior Citizens Affairs, appointed by the Mayor and Council for a term of one year.
D. 
The president of each of the following senior citizens clubs shall be members of the Senior Citizens Council:
(1) 
Main Street Club.
(2) 
Fort Lee Senior Citizens Club.
(3) 
505 North Avenue Club.
(4) 
475 Main Street Club.
(5) 
A.A.R.P.
(6) 
Holy Trinity Senior Citizen Club.
All appointments to the Senior Citizens Council shall be made by the Mayor and Council which shall each year designate both the Council liaison to the board and the Director of Senior Citizens Affairs.
The terms of the initial members of the Senior Citizens Council in Fort Lee shall be as follows:
A. 
Three of the residents appointed hereunder shall serve for initial terms of one year and the term of the other two such residents shall be initially for terms of two years.
B. 
Thereafter, the term of each resident appointed shall be for a period of two years.
C. 
The Director of Senior Citizens Affairs and the Borough Council liaison shall be appointed by the Mayor and the Council for a term of one year.
D. 
The term of the president of each senior citizens club shall be one year.
The Senior Citizens Council shall administer and allocate such appropriations as approved by the Mayor and Council and may make reallocations thereunder subject to the approval of the Mayor and Council.
The Senior Citizens Council shall have its day-to-day activities under the administration and direction of the Director of Senior Citizens Affairs, which position is hereby created by the Mayor and Council.
The Senior Citizens Council shall, and it hereby is empowered to, advise the Mayor and Council and to report on subjects of interest to the board, including but not limited to Senior Citizens grants, programs, transportation, housing, community center, recreation, entertainment, education and the like.
There is created hereby a Senior Citizens Department which shall coordinate the activities of the senior citizens of the Borough of Fort Lee upon the advice and recommendation of the Senior Citizens Council.
No paid borough employee shall report, or be directly responsible to, in the performance of his or her duties, any person other than his/her department head or the Borough Administrator.
