No person residing within the Borough shall enter upon or use any tennis court owned or operated by the Borough unless such resident shall then and there possess a resident tennis pass issued in his name.

B. 
Terms. Any resident may obtain a resident tennis pass issued in his or her name from the Department of Recreation upon presentation of satisfactory proof of residence and payment of the appropriate fee as described in § 293-17A. The resident tennis pass shall be valid for one year from March 1 of the year issued. The age of the resident on the date of issuance of the tennis pass shall determine the fee required. The resident tennis pass may, upon expiration, be renewed for an additional period of one year upon application to the Department of Recreation and payment of the appropriate fee.

No person not residing within the Borough of Fort Lee shall enter upon or use any tennis court owned or operated by the borough unless:
A. 
He shall be in the company of a Borough resident who has a current tennis pass and a current guest pass.

B. 
He shall present or surrender a nonresident tennis pass to such Borough employee who shall be then and there supervising said tennis courts.

A nonresident tennis pass may be obtained only by a resident of the Borough upon the payment of a fee of $15, regardless of the age of the nonresident, to the Department of Recreation. A resident may obtain any number of such nonresident tennis passes from the Department of Recreation upon payment of the fifteen-dollar fee for each pass. Each nonresident pass shall be valid for five periods of use of a Borough tennis court and shall be surrendered as provided by § 293-18B.
As used in this article, the following terms shall have the meanings indicated:
RESIDENT
A record owner of property or taxpayer.
Any person who violates any provision of this article shall, upon conviction, be subject to a fine not to exceed $100.
