Except as otherwise expressly provided in this
chapter and except as may otherwise be designated by the Borough Council,
the Borough Engineer and/or the Director of Public Works shall be
responsible for the enforcement and the administration of this chapter.
They shall review all permit applications and approve and issue all
licenses and permits required hereunder.
The Borough Engineer and/or Director of Public
Works may adopt rules and regulations consistent with the provisions
of this chapter for the purpose of ensuring compliance with the provisions
of this chapter, and any violation of any such rule or regulation
shall be deemed to constitute a violation of this chapter.
The Borough Engineer and/or Director of Public
Works may, with the approval of the Borough Council, delegate to any
other city official or employee the performance of any of the functions
and duties to be performed by them hereunder.
