Within one year from the effective date of this chapter, the owner or operator of any industrial property connected to the public sewer shall record with the Director of Public Works the location and existence of every connection of such industrial property with the public sewer. This information will be maintained by the Director of Public Works and copies provided by him, if requested, to the Borough Clerk and the Borough Engineer.
A. 
The owners or occupants of premises in the Borough of Fort Lee shall be responsible for the proper maintenance and repair of all building sewer connections between the dwelling and the main sanitary sewer line.
B. 
In case a stoppage in the sanitary sewer occurs, the owner or occupant shall immediately notify the Director of Public Works and the Health Officer, who shall make an inspection of the sewer main line. If the main sewer is obstructed, it shall be the responsibility of the Director of Public Works to cause the obstruction to be removed. If the main sewer is not obstructed, the Director shall, immediately following his inspection, notify the owner or occupant that it is the responsibility of the building owner or occupant to remove the obstruction in the building sewer line.
A. 
Whenever a building which has been connected to the public sewer is demolished, the building sewer servicing such building shall be disconnected from the public sewer; provided, however, that a permit therefor shall first have been obtained from the Director of Public Works in the manner prescribed in this chapter.
B. 
Such disconnection shall be made in such manner and at such locations as shall be specified by the Borough Engineer and/or Director of Public Works, and all work shall be done under the supervision of the Borough Engineer and/or Director of Public Works, and at the cost and expense of the owner of the property.
C. 
In the event that the owner of a demolished building has not proceeded with such disconnection, the Borough Engineer and/or Director of Public Works may order such disconnection, and if the owner of the property fails or refuses to comply with the provisions of this chapter and cause such disconnection to be attended to within a reasonable time to be prescribed by the Borough Engineer and/or Director of Public Works, in the manner herein prescribed, the Borough Engineer and/or Director of Public Works may cause such work to be done and disconnection accomplished.
D. 
Upon completion thereof the Borough Engineer and/or Director of Public Works shall certify the cost of such work to the Borough Council, which, if it finds such cost to be correct, shall cause the same to be charged against the land involved, in which event such costs shall become a lien upon the land and form part of the taxes next to be assessed and levied thereon, and such amount shall bear interest at the same rate as other taxes and shall be collected and enforced in the same manner as other taxes.
