No person shall place or cause to be placed in any street or roadway in the Borough of Fort Lee any roll-off container, dumpster or similar garbage or trash container except as provided herein.
A. 
Location and placement. Any roll-off container, dumpster or similar garbage or trash container placed in any street or roadway in the borough shall be located, unless unfeasible, on the same side of the street or roadway on which the work or construction to which the container or dumpster relates is being performed. The side of the container or dumpster nearest the curb or roadway edge shall be located not less than six inches nor more than 12 inches from the curb or roadway edge. No dumpster or container shall be placed or located closer than 35 feet from a street intersection or 50 feet from a stop sign.
B. 
Dimensions. No roll-off container, dumpster or similar garbage or trash container having dimensions, either eight feet wide or wider or 20 feet long or longer, shall be permitted to be placed, located or used in any street or roadway in the borough having a width of 25 feet or less at the proposed construction or work site.
C. 
Illumination. Any roll-off container, dumpster or similar garbage or trash container placed in any street or roadway in the borough shall be equipped with a minimum of four lanterns or similar electrical illuminating devices of sufficient intensity so as to be visible from a distance of not less than 500 feet. The lanterns or illuminating devices shall be operative 1/2 hour before sunset until 1/2 hour after sunrise and shall be affixed to the four sides of the container or dumpster at a height of not less than three feet from road level.
D. 
Removal on weekend. In no event, however, shall any roll-off container, dumpster or similar garbage or trash container be placed or left standing in any street or public roadway in the borough from sunset on Saturday through sunrise on Monday, unless, for good cause shown, permission therefor is granted by the Chief of Police.
The areas beneath and surrounding the container or dumpster shall be kept clean at all times and shall be cleaned immediately upon removal of the container.
