A. 
Principal permitted uses:
(1) 
Business and professional offices.
(2) 
Restaurants.
(3) 
Eating and drinking establishments.
(4) 
Retail and service commercial uses.
(5) 
Residential uses.
(6) 
Mixed-use developments containing uses permitted within this zone.
(7) 
One or more of the following uses are required to be provided at street level along the Main Street frontage of any building in the C-1B Zone:
(a) 
Restaurants.
(b) 
Eating and drinking establishments.
(c) 
Retail or service commercial uses.
B. 
Permitted accessory uses: uses customarily incidental to a permitted principal or conditional uses.
C. 
Bulk standards for permitted principal uses:
(1) 
Minimum lot area: 5,000 square feet.
(2) 
Minimum lot area per unit: 660 square feet. This requirement shall apply only to residential uses or the residential portion of a mixed-use development.
(3) 
Maximum building height: six stories/70 feet. However, the maximum permitted building height shall be five stories/60 feet within 50 feet of the right-of-way line of Bigler Street or Federspiel Street.
(4) 
Maximum improved lot coverage: 85%.
(5) 
Minimum front yard:
(a) 
First through fourth stories (above street level): zero feet.
(b) 
Fifth story (above street level): 10 feet.
(c) 
Sixth story (above street level): 20 feet.
(6) 
Minimum side yard: 10 feet.
(7) 
Minimum rear yard: 20 feet.
(8) 
Maximum floor area ratio: 1.5. This requirement shall apply only to floor area occupied by nonresidential uses but shall not apply to enclosed parking areas.
(9) 
Ground floor parking within buildings must be screened from view from the street and from neighboring properties.
