[HISTORY: Adopted by the Township Committee of the Township of Franklin 10-9-1989 as Ord. No. 89-8. Amendments noted where applicable.]
The position of Chief Financial Officer is hereby created in the Township of Franklin in the County of Warren, pursuant to P.L. 1988, c. 110 (N.J.S.A. 40A:9-140.1 et seq.).
The Chief Financial Officer shall be appointed by the Township Committee for a term of one year, to commence on January 1 of each year.
The salary for the position of Chief Financial Officer shall be set and adjusted annually by the Township Committee in the General Salary Ordinance of the Township of Franklin in the County of Warren.[1]

The Chief Financial Officer shall be a certified municipal finance officer pursuant to P.L. 1971, c. 413, and P.L. 1988, c. 110, known as "N.J.S.A. 40A:9-140.1 et seq." Said position may be filled by the appointment of a temporary Chief Financial Officer and the Municipal Finance Officer/Treasurer pursuant to P.L. 1988, c. 110, Section 8 (N.J.S.A. 40A:9-140.13), until December 31, 1990, after which date the position the Chief Financial Officer shall be fully qualified as above provided.
A. 
The duties of the Chief Financial Officer shall be to carry out the responsibilities set forth in P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26 et seq.), or any other laws, regulations and rules in respect thereto.
B. 
The Chief Financial Officer shall assume the duties of the Purchasing Agent as that term is defined in the Revised Statutes of New Jersey.
