A.
There is hereby established a Public Safety Committee.
The Committee shall consist of six members. The members of the Public Safety
Committee shall serve without compensation and shall be appointed during the
course of the January reorganization meeting of the Franklin Township Municipal
Committee. The Public Safety Committee shall consist of the following individuals:
(1)
One Township Committee Member from each district. The
member shall be nominated by the Acting Mayor of each district Township Committee
and thereafter voted upon by the district's Township Committee. If the
nominee receives a majority of affirming votes by his or her Township Committee,
the nominee shall be appointed to serve on the Public Safety Committee. If
the nominee fails to receive a majority of affirming votes, then the Mayor
shall nominate another candidate then currently serving as a Township Committee
member until such time as a Committee member receives a majority of affirming
votes. Each member appointed hereunder shall serve for a period of one year.
(2)
The Asbury Fire Chief.
(3)
The Franklin Fire Chief.
(4)
Emergency Management Coordinator.
(5)
Captain of the Franklin Township Rescue Squad.
(6)
Chief Financial Officer of Franklin Township.
B.
The Public Safety Committee shall elect a Chairman and
Vice Chairman from its members and shall select a Secretary who may or may
not be a member of the Public Safety Committee.
C.
Members of the Public Safety Committee may be removed
by the governing body if, in the discretion of the governing body, removal
of the member is necessary and/or appropriate. Thereafter, the Mayor shall
nominate a replacement for the member so removed and the nominee receiving
a majority of affirming votes by the Municipal Committee shall be appointed
to replace the removed member. In the case of the removal of a Fire Chief
or rescue squad Captain, the nominated replacement shall be a member of the
fire company or rescue squad, as the case may be. In the case of removal of
a member appointed by a district Municipal Committee, only the district so
nominating and appointing the member shall be vested with jurisdiction to
remove said member.
The Public Safety Committee shall undertake the following:
A.
Preparation of budget recommendations for presentation
to the Township Committee relative to all emergency groups. The budget recommendations
shall provide detail and supporting documentation to the Township Committee
relative to the proposed budget recommendations.
B.
Meet on at least a quarterly basis.
C.
Review any and all issues relative to public safety of
the citizens of Franklin Township as raised by the Franklin Township Municipal
Committee. Following a review of the issues so presented by the Municipal
Committee for review by the Public Safety Committee, the Public Safety Committee
shall submit a report to the Municipal Committee for the Committee's
review and consideration.
D.
Review and make recommendations regarding the provision
of emergency services to the Planning Board and Zoning Board of Adjustment
relative to all site plans and major subdivision applications.
The Public Safety Committee shall not be vested with any authority to
bind the Franklin Township Municipal Committee, and in that regard the Public
Safety Committee is strictly advisory in nature.
