Editor's Note: This preamble was added 11-9-1992 by Ord. No. 92-8: PREAMBLE The Township of Franklin, Warren County, being desirous of participating in the New Jersey Clean Communities Model Program for Municipalities to provide for the greater health, safety and welfare of its inhabitants and for purposes of amending certain existing ordinances to bring said ordinances in compliance with the guidelines set forth by said Model Program, does hereby adopt this revised Chapter 83 of the Code of the Township of Franklin in the County of Warren and State of New Jersey.
