[HISTORY: Adopted by the City Council of the City of Garfield 6-20-1978 by Ord. No. 1655 (Ch. 201 of the 1979 Code). Amendments noted where applicable.]
It shall be unlawful for any train to travel on the Dundee Spur on Monroe Street on Tuesday, Thursday, Saturday, Sunday and all religious and legal holidays.
It shall be unlawful for said trains to travel on the Dundee Spur before 9:00 a.m. and after 3:00 p.m.
It shall be unlawful for said trains traveling on the Dundee Spur to exceed a speed limit of five miles per hour.
It shall be unlawful for said trains to block any intersection in excess of five minutes.
It shall be unlawful for said trains to travel on the Dundee Spur without having thereon an agent in addition to the engineer, to assist in the control and care of the train and to prevent accidents and disturbances of the good order and security of the streets.
It shall be unlawful for said trains to travel on the Dundee Spur without a flagman walking in front of said trains.
The power for enforcement of this chapter shall be vested in the Police Department of the City of Garfield.

At all times during which a railroad car is parked or otherwise left in a stationary position within the City of Garfield, except while actually being loaded or unloaded, the railroad car shall be secured by the railroad company and all doors to same shall be locked in order to prevent access by unauthorized individuals. This provision shall apply to railroad cars operating on the Dundee Spur as well as any and all other railroad companies or cars operating within the geographical boundaries or the City of Garfield.

Any company violating any provision of this chapter shall, for each and every such violation, be punished by one or more of the following: a fine not exceeding $2,000; imprisonment for a term not exceeding 90 days; and/or a period of community service not exceeding 90 days.
