There shall be a Division of Public Works in the Borough which shall have jurisdiction over activities relating to public works, collection and disposal of solid waste and sanitary sewers. The Chairperson of this Division will concurrently have jurisdiction for engineering and shall be a member of the Council designated by the Mayor.

Within the Division of Public Works there shall be an office of the Director of Public Works pursuant to law and other subordinate positions as may be established by the Borough Council. The Director of Public Works shall be appointed by the Mayor, with the advice and consent of the Council. His or her term shall be for a calendar year, and any vacancy during the term shall be filled for the unexpired term.
A. 
Residency. The Director of Public Works need not be a resident of the Borough.

B. 
Qualification. The Director of Public Works shall be a person qualified by education, training, and experience to perform the duties of office as hereinafter set forth. They shall, prior to their appointment, have secured and be the holder of all the necessary licenses, certificates and permits required by the state law and regulation to supervise and operate the sewerage system of the Borough, and during their tenure of office, they shall continue to hold such permits, licenses and certificates. They shall devote full time to the duties of their office and not engage in any other employment.

C. 
Responsibilities.
(1) 
The Director of Public Works shall plan, direct, and control the activities of the Division. They shall be operationally responsible to the Borough Administrator.

(2) 
Duties. The duties of the Director of Public Works shall include, but not be limited to:

(a) 
Ensuring appropriate manpower utilization within authorized organizational and budgetary guidelines for all public works and solid waste operations.
(b) 
Providing services incumbent upon the Division in a timely and efficient manner, consistent with budgetary limitations.
(c) 
Supervising the operation, maintenance and repair of any Borough-owned equipment.
(d) 
Contracting for materials and supplies required by the Division and maintaining an adequate inventory of essential needs.
(e) 
Supervising the performance of the work of all personnel assigned to their jurisdiction.

(f) 
Recommending to the Borough Administrator the need for any repairs and replacements to the Borough-owned equipment, structures, buildings, and grounds.

(g) 
Submitting to the Chairperson of the Division of Public Works a monthly report of all work performed and services furnished as well as inspections made during the previous month.
(h) 
Submitting to the Borough Administrator recommendations for budget appropriations for the ensuing year as well as those programs or reports the Council or the Administrator deem necessary to promote and increase efficiency or improve operations of the Division.
(i) 
Recommending for approval the expenditure of all funds by voucher chargeable against the public works budget.
(j) 
Inspecting or being responsible for the inspection of all sewer lines in the Borough individually or in conjunction with other designated officials.
(k) 
Receiving all complaints from residents and taxpayers of the Borough relating to the operations under their jurisdiction, investigating the same, taking appropriate action and reporting all results to the Borough Administrator.

(l) 
Setting up, keeping, and maintaining all the necessary books, records, field notes, maps, surveys, and similar records necessary to perform the duties of their office and turning over all the records to their successor of the Borough Administrator upon the termination of their employment by the Borough.

(m) 
Developing and promoting training programs for all employees within the Division.

Within the Division of Public Works there shall be a Supervisor of Public Works and a Supervisor of Solid Waste. They shall be under the direct control and supervision of the Director of Public Works. They shall be appointed annually by the Mayor with the advice and consent of the Council.
A. 
Qualifications. Persons qualified for either position shall be determined by educational training and experience as to the duties and responsibilities related to each position.
B. 
Distinguishing features of the position:
(1) 
Supervisor of Public Works and Supervisor of Solid Waste. The persons appointed shall assume the responsibility of the Division as directed by the Director of Public Works. They shall handle the scheduling of work assignments and programs within the Division so that all jobs assigned by the Director are expedited in an effective, efficient and economical manner. They shall be able to supervise and operate all equipment within the Division so that employees under this jurisdiction are trained and become proficient in the use of the equipment. They shall establish and maintain working relationships with other Borough employees and the general public. They shall have a general knowledge of Division finances and budget control of operating procedures. They shall notify the Director in all matters involving Division operations or complaints requiring the Director's attention.
(2) 
Supervisors alternating responsibility. In the event that the Supervisor of Public Works or the Supervisor of Solid Waste is absent from the job on a limited basis due to vacation or illness, the Supervisor on duty, as directed by the Director, shall assume the operational duties and responsibility of the Supervisor who is absent.

A. 
Within the Division of Public Works there shall be the position of Office Supervisor, who shall be under the direct control and supervision of the Director of Public Works. He or she shall be appointed annually by the Mayor with the advice and consent of the Council and assume all office duties and responsibilities so designated by the Director.
B. 
He or she shall have a sound knowledge of general business office operations and procedure as relating to the operational functions of a public works department. Specifically, it requires preparation of payroll data rate schedules covering all departmental employees, handling all general correspondence pertaining to the Division, assisting the Director in the preparation of specifications for purchasing equipment, performing all required procedures for the purchasing of equipment and supplies as transacted through the central purchasing office of the Borough and handling all telephone business matters and complaints as required by the Director so that such information is channeled to proper employees for resolution. He or she shall also establish and maintain a record and filing system on all matters within the Division of Public Works, assist the Director in preparation of the annual budget and maintain accurate fiscal control records so that budget appropriations are kept in balance.

The Division of Public Works shall provide service relating to the construction and maintenance of streets, storm drainage and sewer systems, parks and recreational facilities. In addition, this Division shall operate the solid waste collection and disposal function in accordance with the rules and regulations as set forth hereinafter.

The Council shall, by resolution, make such rules and regulations necessary for the proper operation of the Division of Public Works. The rules and regulations shall be binding upon each member of the Division.

Wherever reference is made within this code to the Superintendent of Public Works, it shall mean the Director of Public Works.
