A. 
The following business activity, animals or fowl are hereby prohibited within the municipality:
(1) 
No person shall keep or house within the municipality any cow, sheep, goat, buffalo or other ruminant animal; hog, pig or other swine; horse, pony, colt or other such animal; monkey, chimpanzee or other primate; skunk, opossum, raccoon or other naturally wild animal; chicken, duck, goose, or other fowl; or any other animal that can be dangerous to humans if such animal escapes from captivity.
(2) 
No slaughterhouse is permitted.
(3) 
No market or store where live animals or fowl are kept for sale as food or slaughtered on the premises and then sold as food is permitted.
B. 
Exceptions to this article, or waivers thereto, shall be as follows:
(1) 
Dogs, domestic cats, parrots, macaws or other songbirds, hamsters, gerbils or other small mammals, are permitted. Pet licenses are required for dogs and cats.
(2) 
Temporary waivers may be granted to the Board of Education, not to exceed four months, to keep smaller animals for educational purposes only. Such animals may be no larger than 25 pounds.
The Board of Health or the Animal Control Officer, duly appointed by the Council, of the municipality shall have the power and authority to enforce the provisions of this article.
Except as otherwise provided in this article, any person who violates or who fails or refuses to comply with this article shall, upon conviction thereof, be liable to a penalty of not less than $50 no more than $1,000 or to a period of imprisonment not exceeding 50 days or to a period of community service not to exceed 90 days, or any combination thereof, for each violation, to be recovered by and in the name of the Board of Health or by and in the name of the municipality. Each day that a particular violation continues shall constitute a separate offense.
