Pursuant to Section 11 of the Uniform Fire Safety Act (P.L. 1983, c.
383),[1] the New Jersey Uniform Fire Safety Code shall be locally enforced
in the Borough of Glen Rock.

The local enforcing agency shall be the Fire Prevention Bureau of the
Fire Department of the Borough of Glen Rock.
The Fire Prevention Bureau of the Fire Department of the Borough of
Glen Rock shall enforce the Uniform Fire Safety Act[1] and the codes and regulations adopted under it in all buildings,
structures and premises within the established boundaries of the Borough of
Glen Rock, other than owner-occupied one- and two-family dwellings, and shall
faithfully comply with the requirements of the Uniform Fire Safety Act and
the Uniform Fire Safety Code.

The Fire Prevention Bureau of the Fire Department of the Borough of Glen Rock, established by § 108-2 of this chapter, shall carry out the periodic inspection of life-hazard uses as those are defined as often as deemed necessary to secure compliance with the Uniform Fire Safety Act, the Uniform Fire Safety Code and on behalf of the Commissioner of the Department of Community Affairs.
The Fire Prevention Bureau of the Fire Department of the Borough of Glen Rock, established by § 108-2 of this chapter, shall be a part of the Fire Department of the Borough of Glen Rock and shall be under the direct supervision of the Chief of the Glen Rock Fire Department.
A.
Appointment of Fire Official. The Fire Official shall
be appointed by the Mayor and Council of the Borough of Glen Rock after consideration
of the written recommendation of the Chief of the Glen Rock Fire Department.
B.
Term of Fire Official. The Fire Official shall serve
for a term of one year, with no limit on successive terms. Any vacancies shall
be filled for the unexpired term thereof.
C.
Inspectors and employees. Such inspectors and other employees
as may be necessary in the local enforcement agency shall be appointed by
the Mayor and Council of the Borough of Glen Rock after full consideration
of the recommendation of the Chief of the Fire Department of the Borough of
Glen Rock and the Fire Official of the Fire Prevention Bureau of the Fire
Department of the Borough of Glen Rock. Written applications, which shall
include the applicant's qualifications, must be submitted to the Chief
of the Fire Department of the Borough of Glen Rock and the Fire Official.
The fire inspectors and all other employees appointed herein shall be under
the direct supervision and control of the Fire Official and shall perform
such duties as directed by the Fire Official.
D.
Duties of Fire Official. The Fire Official shall be responsible
for the day-to-day operations of the Fire Prevention Bureau and the enforcement
of the Uniform Fire Safety Act and the codes and regulations adopted under
it. The Fire Official shall coordinate the activities of any inspectors or
other employees appointed under this section.
E.
Removal from office. The Fire Official, inspectors and
other employees of the Fire Prevention Bureau of the Borough of Glen Rock
shall be subject to removal for inefficiency or misconduct by the Mayor and
Council of the Borough of Glen Rock, upon the written recommendation of the
Chief of the Glen Rock Fire Department. The Fire Official, inspectors or employees
to be removed shall be afforded an opportunity to be heard by the Borough
Administrator of the Borough of Glen Rock.
The Fire Official shall submit monthly reports to the Fire Chief of
the Fire Department of the Borough of Glen Rock and to the Borough Administrator
of the Borough of Glen Rock. The report shall contain all proceedings under
the Uniform Fire Safety Act[1] and the codes and regulations adopted under it, a breakdown of
all fees collected thereunder, the number of inspections performed by each
fire inspector and such statistics as the Fire Official may wish to include
therein. The Fire Official shall also recommend any amendments to the Uniform
Fire Safety Code or this chapter which, in his or her judgment, shall be desirable.

Pursuant to Sections 15 and 17 of the Uniform Fire Safety Act (P.L.
1983, c. 383),[1] any person aggrieved by any order of the Fire Prevention Bureau of the Fire Department of the Borough of Glen Rock, established in § 108-2 of this chapter, shall have the right to appeal to the Construction Board of Appeals of the Borough of Glen Rock.

In addition to the registrations, inspections and fees required pursuant to the Act and the regulations of the Department of Community Affairs, the additional annual inspections and fees shall be required as provided in Chapter 101, Fees.
A.
The application fee for a permit shall be as set forth
under the New Jersey Fire Safety Code, as amended.

B.
All fees collected pursuant to this section shall be
paid directly to the Borough Treasurer of the Borough of Glen Rock and shall
thereafter be appropriated to the Fire Prevention Bureau of the Fire Department
of the Borough of Glen Rock for enforcement of the Uniform Fire Safety Act
and the codes and regulations adopted under it.
The following articles of the State Fire Prevention Code are amended,
as permitted by the Uniform Fire Safety Act[1] and the codes and regulations adopted under it, as follows:
A.
Section F-320.0 shall be added to read as follows:

F-320.1 Required: In buildings containing fire alarm systems
and fire-suppression systems or buildings where visual inspection for the
presence of fire is obstructed or buildings of life-hazard use or, when in
the reasonable opinion of the Fire Official, with the concurrence of the Fire
Chief of the Fire Department of the Borough of Glen Rock, there is a need
for immediate access in the event of fire, a high-security keyvault shall
be installed, whereby the Fire Department may gain access to a building without
the use of force.

B.
Subsection F-404.6.4 shall be added to read as follows:

F-404.6.4 Notification: It shall be the responsibility
of any contractor, maintainer or persons in charge to notify all tenants,
occupants, staff members and the Fire Department of the Borough of Glen Rock
prior to performing any tests, repair or other work which can reasonably be
expected to cause a fire alarm device or system to activate or which will
render any part of the fire-protection system, exitway or other firesafety
system to be out of service.

C.
Section F-400.5 shall be amended to add the following:

F-400.5 Signs: In addition, a red indicator light shall
be installed above such connections in a location and manner approved by the
Fire Official. Such lights shall be continuously illuminated during the hours
of darkness.

D.
Article 28 is amended as follows: Section F-2804.5, Paragraph
5, is amended as follows:

Periodic tests of underground tanks and liquid storage systems may be
required by the Fire Official to determine that leakage has not occurred.
In addition, tanks used for storage of flammable liquid shall be tested in
an approved manner every five years from the date of their installation. Such
tests shall be witnessed by the Fire Official, or written certification shall
be provided by the testing authority.

E.
Article 3, General Precautions Against Fire, is amended
as follows: The following new Section F-305.5 is added:

F-305.5 Placarding: All buildings or parts thereof used
for the storage or handling of hazardous materials shall have placards affixed
to the exterior of such building in accordance with the specifications of
NFPA Standard 704. Said placards shall indicate the highest hazard material
within and the largest quantity material within. Placards shall be sized and
placed according to the direction of the Fire Official of the Borough of Glen
Rock.
