A. 
Parking prohibited. It shall be unlawful for any person to park or leave standing any vehicle on lands of another, whether publicly or privately owned, in the Borough, after notice has been posted by the owner, occupant, lessee or licensee prohibiting such parking. Nothing herein contained shall apply to any lands lying within the bounds of any public street or highway.
B. 
Signs. Suitable signs not less than 18 inches by 24 inches, bearing the words "NO PARKING," together with any qualifications or restrictions of such parking, if any, and conspicuously displayed, shall be posted on the lands by the owner, occupant, lessee or licensee. Defacing, tampering with or damaging such signs when posted shall constitute a violation of this article.
C. 
Parking spaces shall be properly marked and defined as required by the Manual on Uniform Traffic Control Devices (MUTCD). Wherever there are such markings designating parking spaces on the pavement of any municipal property, municipally leased property or quasi-public property, each vehicle shall park within those markings. It shall be unlawful and a violation of this chapter for any vehicle to park across such markings or to park a vehicle in such a position that it will not be entirely within the area designated by such markings.

A. 
Except as provided herein, the parking use and regulation of motor vehicles upon lands owned by the Borough and dedicated for park purposes shall be determined by resolution of the Council.
B. 
Designated lots. Parking of vehicles within the following parking lots lying within Borough parkland is hereby controlled by the provisions of this chapter:
(1) 
Wilde Memorial Park.
(2) 
Swimming pool.
(3) 
Recycling area (Faber Field).
C. 
Parking within spaces. No vehicle shall be parked or be allowed to stand except within the lines marked for such purpose therein.
D. 
Parking prohibited certain hours.
(1) 
No vehicle shall be parked or allowed to remain in any public parking lot pursuant to § 216-7, entitled "Overnight parking."
(2) 
Parking is limited to passenger cars. The Borough of Glen Rock disclaims any responsibility for damage to vehicles or contents, including theft or vandalism.
E. 
Signs complying with the provisions of N.J.S.A. 39:1-1 et seq. shall be installed at the areas so designated.
F. 
Reserved parking spaces. Parking reserved for physically handicapped drivers.
(1) 
The following locations are hereby designated as restricted parking spaces for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles, pursuant to the provisions of N.J.S.A. 39:4-205, when using a motor vehicle on which is displayed a certificate for which a special vehicle identification card has been issued, pursuant to N.J.S.A. 39:4-206:
(a) 
Two designated spaces within the Wilde Memorial Park parking lot.
(b) 
Two designated spaces within the swimming pool parking lot.
(c) 
Seven designated spaces within the Recycling Center (Farber Field) parking lot.
(2) 
All spaces indicated hereby shall be painted and signed in accordance with the applicable regulations issued from time to time by the State of New Jersey Department of Transportation.
G. 
It shall be unlawful for any person to drive or park upon any pedestrian walkway on lands owned by the Borough. Nothing herein will prohibit the operation or parking of emergency vehicles, public works or utility vehicles on any walkway during the performance of their duties.
A. 
Maximum penalty.
(1) 
For violation of any provision of this article, the maximum penalty shall, upon conviction of a violation, be any combination of the following:
(a) 
A fine not exceeding $1,000 or a period of community service not exceeding 90 days.
(b) 
Application. The maximum penalty is not intended to state an appropriate penalty for each and every violation. Any lesser penalty, including a nominal penalty, may be appropriate for a particular case or a particular violation.
B. 
Separate violations. Each violation of any of the provisions of this article and each day that each such violation shall continue shall be deemed to be a separate and distinct offense.
