There is hereby created in the Township of Kingwood, County of Hunterdon and State of New Jersey, the office of Municipal Engineer. The term "Municipal Engineer" shall be synonymous with the term "Township Engineer." Whenever in any municipal ordinance the term "Township Engineer" is used, the reference is to the Municipal Engineer.
No person shall be appointed to the position of Municipal Engineer unless he/she is a licensed New Jersey professional engineer and shall meet such other requirements as may be established by the Township Committee from time to time.
The Municipal Engineer shall be appointed by the Township Committee at its reorganization meeting in January or at such later date as may be convenient.

The appointment of the Municipal Engineer shall be for a term of three years, pursuant to the provisions of N.J.S.A. 40A:9-140.
The salary and compensation of the Municipal Engineer shall be established from time to time by the Township Committee.
A. 
The Municipal Engineer shall have custody and control over all such municipal documents, books, papers and records which he/she is required to maintain by statute or municipal ordinance.
B. 
Upon completion of his term of office, the Municipal Engineer shall return to the office of the Township Clerk such municipal documents, books and papers as shall be designated by the Township Committee.
The Municipal Engineer shall perform the following duties:
A. 
He/she shall perform all duties as may be required of a Municipal Engineer by state statute.
B. 
He/she shall perform all professional services as may be required by the Township Committee for the performance of any work on any street, municipal improvement or municipal project requiring engineering services.
C. 
He/she shall attend all regular, special and adjourned meetings of the Township Committee as he/she may be requested to attend by the Township Committee.
D. 
He/she shall make appropriate recommendations to the governing body for the purpose of safeguarding and protecting the interest of the Township.
E. 
He/she shall supervise and provide the engineering calculations, specifications and expertise required for the purchase of materials and equipment as directed by the Township Committee.
F. 
He/she shall perform such professional services as may be required in connection with any capital improvement program designated by the Township Committee.
G. 
He/she shall be responsible for all work in connection with the construction, reconstruction and repair of all Township roads.
H. 
He/she shall be responsible for general administration of contracts with third parties performing work for the Township in such instances as he/she may be directed by the Township Committee.
I. 
He/she shall perform such consulting and professional services as may be required by the Kingwood Township Planning Board and as are designated as the responsibility of the Municipal Engineer in both Chapter 115, Subdivision of Land, and Chapter 132, Zoning.
J. 
He/she shall be responsible for providing such services to the Kingwood Township Board of Health as may be designated as engineering services in any ordinance adopted by the Kingwood Township Board of Health and/or the Kingwood Township Committee.
K. 
He/she shall perform such additional services and duties and provide technical and engineering advice and assistance as may be required by other Township boards and agencies at the direction of the Kingwood Township Committee.
