No person shall set fire to or cause to be burned waste, fallows, stumps, logs, brush, dry grass, fallen timber or anything that may cause a forest fire without first obtaining written permission from an official of the Kingwood Township Volunteer Fire Department designated by said Fire Department for that purpose. No such permission shall be granted by an official of the Kingwood Township Volunteer Fire Department if in his opinion any forest or woodland will be endangered thereby; nor shall any such permission, if granted, relieve or exonerate any person from any penalties provided by this chapter if by reason of such fire any forest, brushland or salt marsh be burned.
All persons burning charcoal pits or setting fire to or burning any brush, grass or other material whereby any property may be endangered or destroyed shall keep and maintain a careful and competent watchman in charge of such pit, brush or other material while such pit or fire is burning.
No person shall burn any waste, paper or other refuse except in an incinerator or other protective container.

Any person violating any of the provisions of this chapter shall, upon conviction thereof, be subject to the penalty provisions in Chapter 1, General Provisions, Article II, General Penalties, of the Township Code.
