Roads constructed in nonresidential private developments shall conform to the standards set out in this article in order to be considered for acceptance as Township roads. Residential private developments shall conform to the standards as set in N.J.A.C. 5:21, Residential Site Improvement Standards, latest revision.

All streets to be constructed will be in accordance with the following, which are hereby declared to be minimum requirements:
A. 
Minor, marginal access and collector streets (typical cross section designated for these streets). The traveled way shall be a minimum of 24 feet in width with a crown of four inches and shall consist of a two-inch compacted depth of FABC-1 surface course on a five-inch compacted depth of bituminous stabilized base placed on a graded and compacted subgrade. Subbase material, where required, shall be a four-inch minimum depth of Type 5 Class A soil aggregate. A graded shoulder of three-foot minimum width and 3% slope shall be provided along both sides of the road unless sidewalks are required or provided. Drainage shall be carried by a storm sewer system complying with § 112-4. Roadside cut or fill slopes shall not exceed one vertical to three horizontal. All disturbed areas shall be stabilized as required in Chapter 103, Soil Erosion. All work shall be done under the New Jersey Department of Transportation specifications or equivalent approved by the Township Engineer.
B. 
Arterial streets (no typical cross section). The specifications for this type of street shall be in accordance with the New Jersey State Highway Department design standards and shall depend on soil conditions, traffic volume, load limit, drainage considerations, etc. In no case shall these specifications be less than those required for collector streets.

Curbs will be concrete, Class B, or Belgian block as per New Jersey Department of Transportation specifications and the New Jersey Residential Site Improvement Standards.
A. 
Provision must be made for adequate drainage facilities such as crossdrains, runoffs, culverts, storm sewers, catch basins, drop inlets, etc., which will carry off the stormwater. Wherever the curbs or roadside swales cannot adequately convey the water without encroachment into the travel lane, the developer must install a storm sewer system with adequate drop inlets and catch basins. All drainage facilities must be in accordance with § 115-11 and approved by the Township Engineer.

B. 
All driveway pipes and drainage facilities must be of cast-iron pipe or reinforced concrete pipe. All sizes of pipe are to be determined in advance of installation by the Township Engineer or Road Supervisor, but in no case shall the owner, developer or builder install a pipe of less than 12 inches inside diameter.
Under no circumstance will any road system be accepted by the Township of Kingwood as part of the Township road system in less than 18 months after final completion of construction.
