This chapter, being necessary for the welfare of the Township of Kingwood, Hunterdon County and its inhabitants, shall be considered liberally to effect the purposes thereof.
In the event than any of the terms and/or provisions of this chapter conflict with Chapter 132, Zoning, to be enacted pursuant to the Land Use Law (P.L. 1975, Chapter 291), then the terms and/or provisions of Chapter 132, Zoning, shall take precedence over this chapter.

Anything contained herein to the contrary notwithstanding, any and all applications for preliminary major subdivision approval which have been deemed to be complete on or before March 7, 2006, shall be subject to and governed by the version of Chapter 115, Subdivision of Land, and Chapter 132, Zoning, of the Code of Kingwood Township in effect immediately prior March 7, 2006.
