There shall be a Board of Health in the Township, which shall consist of seven members who are residents of the Township. The members of the Board of Health shall be appointed by the Township Committee for terms of three years, except that, of the members first appointed, two shall hold office for one year, two for two years and one for three years. Appointments to fill vacancies shall be made in the same manner as original appointments, and all such appointments shall be for the unexpired term only.
The Board shall organize annually on or before the second Thursday in January after January 1. It shall elect a Chairman and Vice Chairman from among its members and shall appoint a Secretary, who may be, but need not be, a member of the Board, who shall serve at the pleasure of the Board and who shall receive such compensation as the Board may determine.
The Board shall adopt such rules and regulations as it may deem necessary to govern its procedure. It shall meet regularly at least once a month for the bearing of complaints, reports and general business and at such other times as the Board may determine or at the call of the Chairman. A notice of the place, day and hour for such regular monthly meeting shall be posted in Township Hall. A meeting of the Board at which official action is to be taken on any matter within this jurisdiction shall be open to the public. The Board shall keep minutes of all its proceedings showing the vote of each member upon each question, or, if any member shall be absent or fail to vote, the minutes shall indicate such facts. It shall keep a record of its official acts, which record shall be filed with and kept by the Secretary and shall be a public record.

The Board of Health shall have the power and authority to adopt ordinances relating to the protection of the health of Township residents,[1] shall employ necessary personnel and fix their salaries and shall have under its jurisdiction the Health Officer and such other employees as are necessary to carry out its duties. The Board of Health shall have all of the jurisdiction conferred upon Boards of Health by Title 26 of the Revised Statutes.
