[Adopted 10-27-1993 by Ord. No. 93-30 as Ch. 15 of the 1993 Code]
On August 22, 1989, Senate Bill No. 397 was signed into law by Governor Kean.[1] This bill professionalized the position of Chief Financial Officer and further required that such position be created by ordinance by the governing body of each municipality in the State of New Jersey.

The requirements that must be satisfied in order to make application to sit for Municipal Financial Officer certification examination are as follows:
A. 
Twenty-one years of age;
B. 
Citizen of United States;
C. 
Good moral character;
D. 
Certificate or diploma issued after at least four years of study in an approved secondary school or received an academic education considered and accepted by the Commissioner of Education of the State as fully equivalent;
E. 
Graduated from a four-year course at a college of recognized standing, or may substitute full-time experience in a position as a municipal director of finance, fiscal officer, municipal comptroller, assistant comptroller, supervisor accounts payable, municipal treasurer, assistant municipal treasurer or deputy treasurer in any local unit on a year-for-year basis;
F. 
Successfully completed or has been instructor of following courses:
(1) 
Municipal Finance Administration.
(2) 
Municipal Current Fund Accounting I and II.
(3) 
Municipal Capital and Trust Fund Accounting.
(4) 
Municipal Utility Fund Accounting.
(5) 
Municipal Budget Preparation and Capital.
(6) 
Principles of Financial Management.

Each application must be accompanied by a fee of $25 and filed 30 days prior to the date of the examination.
The Township Committee of the Township of Manalapan does hereby establish and create the position of Chief Financial Officer. Such position shall be subject to the requirements of § 26-2 of this chapter and those responsibilities as set forth by N.J.S.A. 52:27BB-26 et seq. and N.J.S.A. 40A:9-140, as amended.
Commencing on January 1, 1991, no person shall be appointed or reappointed as a Chief Financial Officer unless he or she holds a Municipal Finance Officer's certificate, or unless, on or before August 22, 1988, he or she has been granted tenure.
