The office of Assistant Township Administrator, previously created by
resolution adopted by the Township Committee, is hereby codified pursuant
to the provisions of this article.
A.
The Assistant Township Administrator shall be appointed
by majority vote of the Township Committee and shall hold office at the pleasure
of the Township Committee.
B.
Any vacancy in said office shall be filled by appointment
of the Township Committee for the unexpired portion of the term only.
C.
During the absence or disability of the duly appointed
Assistant Township Administrator, the Township Committee may, by resolution,
appoint an officer or regular employee of the municipality to perform such
duties of the Assistant Township Administrator during such absence or disability.
Such absence or disability shall be limited to three months, after which time
such absence or disability may be deemed a vacancy.
D.
The Assistant Township Administrator may be removed by
a 2/3 vote of the Township Committee. The resolution of removal shall become
effective three months after its adoption by the Township Committee. The Township
Committee may provide that the resolution shall have immediate effect, provided
that the Township Committee shall pay to the Assistant Township Administrator
any unpaid balances of his or her salary and his or her salary for the next
three months following adoption of the resolution.
The qualifications and requirements of the office of Assistant Township
Administrator shall be as follows:
A.
The Assistant Township Administrator shall be appointed
on the basis of executive and administrative abilities and qualifications
with special regard to education, training and experience in governmental
affairs.
B.
The Assistant Township Administrator must be a resident
of the State of New Jersey.
The Assistant Township Administrator shall at all times be under the
supervision of and responsible to the Township Business Administrator for
all actions relevant to the duties and responsibilities of said office.
The Assistant Township Administrator shall:
A.
Assist the Township Administrator in the performance of his or her duties as specified in § 26-6 of this chapter.
B.
During the absence or disability of the Township Administrator,
the Assistant Township Administrator shall have all the powers of the Township
Administrator and shall perform the functions and duties of the Township Administrator.
C.
Perform such other duties as may be from time to time
specifically assigned by the Township Administrator or the Township Committee.
D.
Attend all public meetings of the Township Committee
and any other meetings when so requested by the Township Administrator or
the Township Committee.
The Assistant Township Administrator may not hold any other paid appointed
position in the Township government of an appointive nature.
