A. 
Power of appointment. All employees, officers and department heads of the Township shall be appointed and promoted by the governing body by formal resolution except as may be otherwise provided by general law.
B. 
Probation. Except when otherwise provided by law, every person appointed to a new position shall be deemed to be on probation in the position to which he shall have been appointed for a period of not less than three nor more than six months, but such probation shall not affect permanent status of any other Township employment that the person may have achieved. Prior to his completion of the probationary period, the employee or officer shall be evaluated by his immediate superior and/or department head and a report forwarded to the governing body for the purpose of determining if said employee or officer shall be granted an additional probationary period of not less than three nor more than six months, dismissed or recommended for completion of his term of appointment. In accordance with N.J.S.A. 52:17B-69, a probationary or temporary appointment as a police officer may be made for a total period not exceeding one year for the purpose of enabling a person seeking permanent appointment to take a police training course as required by law.
C. 
Every person appointed as a step one employee of the Township of Manalapan, excluding the Police Department and Road Department, shall, in the event that his or her probationary period terminates and he or she is granted permanent status between January 1 and April 30 of any calendar year, move to step two of the grade to which they were appointed on the date that permanent status is attained.
D. 
No person shall be hired as a full-time or part-time employee of the Township until a criminal background history check is performed by the Police Department. No such background check shall be performed until the initial application process, including a first interview, has been completed.

Background checks shall be performed every three years on seasonal part-time employees, provided there has been no break in service.

A. 
No officer, clerk or employee shall be removed, discharged, reduced in pay or position or otherwise discriminated against because of his religious or political opinions or affiliations.
B. 
Whenever it is practical to do so, promotions will be made from within the ranks of the Township staff of municipal employees, provided that there are qualified employees available capable of performing the required duties in a satisfactory manner.
C. 
Transfers from one position or department to another will usually be made when it would be advantageous to the Township and/or the employee to make such transfer.
D. 
Employees are requested to file with their respective department heads a list of their skills and special training in order that the Township may make the best possible use of all of the capabilities and potentialities of its personnel.
E. 
The Township Administrator, with the approval of the Township Committee, may temporarily transfer a clerical or nonsupervisory employee, in the absence of any contrary collective bargaining provision, from one office or department to another office or department to perform the same or similar duties, at the same level of salary and benefits, in order to meet the interim or emergency need in the office or department to which the employee is transferred. Said temporary transfer may be precipitated by, among other things, the shortage of personnel and/or increase of work load temporarily in the office or department to which the employee is transferred. Any temporary transfer shall not exceed six months in any calendar year and shall not be considered either a promotion or demotion but shall continue to earn the employee seniority credit.
