It is the policy of the Township that every
employee at all times be treated fairly, courteously and with respect.
Conversely, each employee is expected to accord the same treatment
to his associates, supervisors, subordinates and to the public.
A.Â
Whenever an employee has a grievance, he should first
present it verbally to his supervisor. It is the responsibility of
the supervisor to arrange a mutually satisfactory settlement of the
grievance as quickly as possible and within 48 hours of the time when
it was first presented to him, or failing in that, the supervisor
shall, within that time, advise the employee of his inability to do
so.
B.Â
When an employee is informed by his supervisor that
he is unable, within the discretion permitted him, to arrange a mutually
satisfactory solution to the grievance, the employee shall, if he
wishes to present the grievance to the Administrator, do so in writing
in the following manner.
A.Â
The employee will prepare the grievance in writing
in triplicate. The grievance should be stated as completely and as
clearly as possible, in order to permit prompt handling. One copy
of the grievance shall be immediately submitted to the Township Administrator.
B.Â
Another copy of the grievance shall be filed with
the Township Clerk, who shall advise the Township Committee of the
filing of the grievance.
C.Â
The other copy of the grievance shall be presented
by the employee to his immediate supervisor (to whom the grievance
was made verbally). The supervisor will report the facts and events
which led up to its presentation in writing, including in his written
report any verbal answer he may have previously given to the employee
concerning this grievance. Within 24 hours after receipt of the written
grievance, the supervisor must present it with the information required
from him to the Township Administrator.
D.Â
The Township Administrator, within 48 hours after
receipt of the information required from the supervisor, shall schedule
a hearing on the grievance, which hearing shall be held within 15
days of the original filing of the written grievance. At such hearing,
the Administrator will consider and formally act upon the grievance.
E.Â
Since it is intended that most, if not all, grievances
can and should be settled without the necessity of reference to the
Administrator, no grievance will be heard or considered by the Administrator
which has not first passed through the supervisor. Further, in addition,
if the parties are agreeable, the Administrator may, without formal
hearing, attempt to find a mutually satisfactory solution to the grievance.
F.Â
All papers and documents relating to a grievance and
its disposition will be placed in the employee's personnel history
file.
With regard to disciplinary matters, all final
appeals shall be to the Administrator; provided, however, that there
shall be a further right of appeal from the Administrator to the Township
Committee if the disciplinary action imposed upon the employee involves:
