As used in this chapter, the following terms shall have the meanings
indicated:
Includes all houses and dwellings, stores and business places, and
other buildings, which front upon any street in the Township.
The Engineer shall insert upon the Tax Maps of the Township all properties
which now or hereafter front upon any street and indicate a number therefor
as assigned by the United States Post Office.
A.
All residential buildings now or hereafter erected within
the Township shall bear in Arabic figures, the street number assigned to the
building by the United States Post Office. Such figure shall be displayed
by the owner or occupant on the front of the building or on the front yard
in numerals at least six inches in height, in contrasting color to the background
upon which numerals are mounted at or near the front entrance of the building,
or such other visible location as approved by the Township Construction Official
and so located as to be visible to persons passing by the building or premises
on the abutting street.
B.
In the case of a mobile home, the house number shall
be either displayed as required above, or displayed so that it clearly is
distinguishable from the street on a mailbox located at the sidewalk.
C.
In rural portions of the Township, the numbers shall
be displayed on a post, wall or sign no higher than 15 feet, located at the
entrance to the property upon which the dwelling will be located and must
be clearly visible for emergency purposes.
Upon the completion of the plotting of the amounts for the Township
and the numbers assigned for lots and buildings on any particular street,
the Engineer shall file a copy thereof with the Township Clerk.
Upon any subdivision or resubdivision of any land in the Township resulting
in a lot or lots other than those delineated on the map, the United States
Post Office shall assign a number to each lot resulting from the subdivision
or resubdivision, which shall be in proper numerical sequence in relation
to the number assigned to the other lots fronting on the same street, and
the Engineer shall record the new number on the map within 10 days of the
filing of the approvals given for such subdivision or resubdivision of land.
No certificate of occupancy shall be issued for any newly constructed
building within the Township, unless said unit is in compliance with the requirements
of this chapter.
All existing buildings within the Township shall comply with the terms
and conditions of this chapter on or before January 1, 1992.
Any property owner in violation of this chapter shall receive written
notice thereof from the Construction Official requiring compliance with this
chapter within 14 days. Should the property owner thereafter fail to comply
and remain in violation of this chapter, it shall be subject to the general
penalties applicable to the ordinances of the Township.[1]
In addition to the penalties set forth in § 75-8, where a property owner fails to comply with this chapter, the Township Construction Official shall serve written notice to the owner by personal service or registered/certified mail addressed to the last known address of the property owner setting forth the failure to comply. If the owner shall fail to comply within 30 days of the receipt of said notice, the Construction Official shall cause the proper affixing to the house number and certify the costs of doing same to the Township Committee. The Township Committee upon finding the costs to be correct shall, by resolution, cause said amounts to become liens against the property of the property owner, which costs shall bear interest at the same rate and be collected and enforced in the same manner as taxes.
