A. 
There is hereby created a Department of Welfare. In such department there shall be a Local Assistance Advisory Board of three members, to be appointed by the Manager. One member of said Board shall serve for a term of one year, and such member may be a member of the governing body. At least one member of the Board shall be a woman. Two members shall serve for terms of two years each, except that of those latter two first appointed, one shall be appointed to serve for one year, and one shall be appointed to serve for two years. They shall serve without compensation.
B. 
The Local Assistance Advisory Board shall consult with the Township Manager on matters of welfare policy and shall further have such powers and perform such duties as are prescribed by general law and that are not in conflict with the Optional Municipal Charter Law.[1]

C. 
There shall be a Director of Welfare, who shall be appointed by the Township Manager and who shall be subject to his direction and supervision. The Director of Welfare shall:
(1) 
Supervise by periodic investigation every person receiving public assistance, such investigation to be made by visitation at least once a month.
(2) 
Reconsider from month to month the amount and nature of public assistance given and alter, amend or suspend the same when the circumstances so require.
(3) 
Devise ways and means for bringing persons unable to maintain themselves to self-support or to the support of any other person or agency able and willing so to do.
(4) 
Keep full and complete records of such investigation, supervision, assistance and rehabilitation and of all certifications of persons for employment or benefits and cancellation thereof in such manner and form as required by the Commissioner, but which shall remain under and within the direct control and supervision of the Township Manager, who shall be permitted to inspect said records upon his request.
(5) 
Bring about appropriate action for commitment to any state or county institution when the best interests of the needy persons would be so served.
(6) 
Have such further powers and duties as the Township Manager may from time to time direct and authorize.
(7) 
Have such further powers and duties as are prescribed by general law and that are directed and authorized by the Commissioner, but which shall not be in conflict with the Optional Municipal Charter Law.[2]
