All bicycle owners are encouraged to register their bicycles during annual events scheduled for that purpose.
All bicycles shall be operated in a safe and controllable manner. Bicycles are prohibited from operation upon sidewalks and other areas so posted.
At a minimum, all bicycles shall be equipped as provided in RSA 266:85 through 266:89.

Every person engaged in buying or selling secondhand bicycles shall make a report to the Police Chief of every bicycle purchased by such dealer, giving the name and address of the person from whom purchased, a description of such bicycle by name or make and the frame number thereof.
If any police officer of the City of Franklin has reasonable grounds upon which to base a belief that any person has violated any of the provisions of this chapter, the Chief of Police shall be empowered to impound that person's bicycle for a period not to exceed seven days for the first offense, 14 days for the second offense, 21 days for the third offense and 30 days for all other offenses; provided, however, that any person whose bicycle is taken under this provision shall have a right, at his or her option, to have the matter of violation determined by the Franklin District Court.
Notwithstanding any of the provisions in § 113-5 of this chapter, any person who violates any of the provisions of this chapter shall be guilty of a violation not to exceed a penalty of $100. Such person shall be deemed to be guilty of a separate offense for each and every day during any portion of which any violation of this chapter is committed, continued or permitted by such person and shall be punishable therefor as provided herein.
