No person shall distribute any pamphlets, brochures, posters, cards,
circulars or advertisements of any kind whatsoever upon any public street
or public place except pursuant to a permit issued by the Police Department.
No person shall distribute such matter by leaving or depositing the same in
any private mailbox, and no such permit shall authorize any person to so distribute
such matter.
Applications for permits required under this chapter shall include,
in addition to the information deemed necessary by the Police Department,
the name and permanent address of the applicant, the name and address and
principal office of the employer of the applicant and the license registration
number of any vehicle to be used in connection with the permitted practice.
A.
The fee charged for the distribution of such materials (except permits for distributors engaged in interstate commerce or in the distribution of religious literature) shall be as provided in Chapter 107, Licenses and Permits.
B.
Permits issued under this chapter shall be of from one
to 30 days in duration, at the discretion of the Chief of Police, who shall
exercise said discretion in accordance with the purpose for which the permit
is sought.
The Police Department shall not refuse to issue a permit to any applicant
therefor hereunder, unless the applicant seeks to distribute matter of an
obscene nature or matter advocating illegal conduct.
