A. 
After compliance with the statute in such case made and provided, and particularly with N.J.R.S. 4:19-15.16, the Chief of Police of the City of Hackensack, or such person as may be authorized by him in such behalf, may, instead of causing an impounded dog or dogs to be destroyed, surrender the same to a responsible citizen and taxpayer of the City of Hackensack, which person may place such dog or dogs in a suitable home.
B. 
In the event that a responsible citizen and taxpayer of the City of Hackensack has not evidenced a desire for the delivery and custody of such impounded dog or dogs and a responsible nonresident expresses a willingness to provide a suitable home for the animal, then, subject to the time limitations as stated in N.J.R.S. 4:19-15.16, the Chief of Police or such person as he may designate under the provisions of Subsection A above may, upon compliance by such nonresident with this Article, in the same manner as herein provided for by a Hackensack resident, surrender the animal to such nonresident.

In the event that any individual desires to obtain a dog or dogs impounded and in custody as aforesaid, such individual shall make written application to the Chief of Police and said application shall state:
A. 
The name, age and residence of the applicant.
B. 
The name and age of all members of the family and other persons residing in the house of applicant.
C. 
The purpose of the acquisition of the dog or dogs.
D. 
The address at which the dog is to be kept.
E. 
A detailed description of such dog or dogs.
Should any person acquiring a dog or dogs aforesaid cause said dog or dogs to be placed elsewhere other than in the home of the applicant, the person acquiring such dog or dogs shall immediately, in writing, notify the Chief of Police of the City of Hackensack as to the name and address of the person or persons in whose hands the said dog or dogs are to be placed.
Upon delivery of said dog or dogs, the recipient shall execute to the City of Hackensack an instrument in writing releasing the City of Hackensack from any and all liability by reason of the surrender of the dog or dogs and setting forth that such surrender and delivery shall not be construed to constitute transfer of any title in and to said dog or dogs, and any and all legal rights of any and all owners of said dog or dogs are specifically reserved.
