The provisions of Chapter 24, Retail Food Establishments, of the New Jersey State Sanitary Code, most recent revision in its entirety, are hereby recognized as being of full force and effect in the City of Hackensack.

It shall be unlawful for any person or any body corporate to conduct a retail food establishment, as defined in and governed by said Chapter 24 of the State Sanitary Code, without first having procured a license from the Health Department in accordance with Chapter 107, Licenses and Permits, and without complying with any and all of the provisions concerning operation and maintenance of such establishments as contained in the aforementioned chapter of the State Sanitary Code.
In addition to the information required to be contained in the application by § 107-6B of Chapter 107, each application for a license issued under this Article shall include a detailed description of any premises, structures and vehicles to be used in the operation of such business, and such premises, structures and vehicles shall be subject to inspection as to their compliance with all applicable provisions of the Code of the City of Hackensack.

B. 
All licenses issued under this article shall expire on March 1 of each year.
C. 
Late license renewal fees:

(1) 
A late fee of $50 will be charged on all license fees of $200 or less which are not renewed and paid by March 1 of the license year. An additional $50 shall be charged for each thirty-day period that the license fee is not paid after March 1.
(2) 
A late fee of $75 shall be charged on all license fees in excess of $200 which are not renewed and paid on or before March 1 of the license year. An additional $75 shall be charged for each thirty-day period that the license fee is not paid after March 1 of the license year.
(3) 
The Health Officer may, for good cause shown, waive a late fee or a portion thereof.

A. 
All food and beverages, except hot coffee, cocoa and tea, on mobile or transient retail food establishments, shall be prepackaged, unless the mobile or transient retail food establishment has been issued a mobile food vendor license issued under Article X of this chapter and is operating in compliance with all of the provisions of §§ 90-66 through 90-74 of the City Code. If the food or beverage is prepackaged outside the limits of the City of Hackensack, certification from the Health Department as to its sanitary condition shall accompany the application for a license required by this article.
