A. 
Any license or permit issued on an annual basis may be renewed at any time during the 30 days immediately preceding the expiration date. Applications for renewals during that period shall contain merely the applicant's certification, under oath, as to any substantive or material changes in the data set forth in the original application.
B. 
Any application for renewal made after the expiration of the license or permit shall conform to all requirements and provisions pertaining to original applications for the license or permit sought to be renewed.
Except where specifically provided otherwise, no license or permit shall be transferable, and such transference sought to be made shall conform to all requirements and provisions pertaining to original applications.
A. 
Any substantive or material changes in the information contained in the original application or the conditions under which the original license or permit was issued shall be reported, in writing, to the licensing authority within five days of such change's taking effect.
B. 
The licensing authority shall review such changes and make a determination as to any further action which may be necessary in regards to the fee, amount of bond, or status of the license or permit. Where necessary or deemed advisable, the approving authority shall be consulted and a recommendation received.
C. 
Failure to comply with the provisions of this section shall be grounds for the suspension or revocation of the license or permit.
