A. 
No retailer shall display or permit to be displayed at his or her business premises any obscene material as defined in N.J.S.A. 2C:34-3 at a height of less than five feet or without a blinder or other covering placed or printed on the front of the material displayed.
B. 
Public display of the obscene material shall constitute presumptive evidence that the retailer knowingly made or permitted the display.
C. 
Any person who violates the provisions of this article shall be guilty of a petty disorderly persons offense.
