The provisions of this Article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey Statute or as hereinafter provided.
A. 
No person shall park, permit the parking of or leave unattended any vehicle in any of the following places or positions:
(1) 
In or upon public parks or playgrounds except while utilizing the park or playground for authorized City recreational purposes during established hours of operation, in parking spaces designated and appropriately marked by the City.

(2) 
In any other position than within lines on the curb or pavement designating or measuring permissible parking spaces.
(3) 
Within any area designated by the Police Department in case of a special or temporary emergency to avoid traffic congestion or to promote public safety, when properly posted with temporary emergency no-parking signs.
(4) 
Upon any sidewalk or portion of a driveway occupying a sidewalk, except when necessary to be in compliance with the directions of a law enforcement officer.

B. 
No person shall park or permit the parking of any vehicle upon any street for the purpose of sale or for the purpose of cleaning or, except in case of emergency, for the purpose of repair.
C. 
Nonmetered parking spaces are provided in the following locations:

D. 
No person shall reserve or attempt to reserve a public parking space, or prevent any vehicle from parking on a public street through his/her presence in the roadway, the use of hand-signals, or by placing any box, can, crate, hand-cart, dolly or any other device, including unauthorized pavement, curb or street markings or signs in the roadway. All such parking spaces are to be kept clear of any permanent or temporary obstructions unless specifically authorized by the City.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.

A. 
No person shall park a vehicle between the hours specified in Schedule II of any day (except Sundays and public holidays or except where specific days are indicated) upon any of the streets or parts of streets described in said Schedule II attached to and made a part of this chapter.
B. 
In the event that parking on any street or part of any street described in Schedule II is now or shall hereafter become more restricted by operation of §§ 170-5, 170-6, 170-7, 170-9, 170-19, 170-20, 170-21, 170-25, and 170-26 of this Code or by operation of any other City ordinance or by operation of New Jersey Statute or regulation, the more restrictive provision shall prevail. It shall be the duty of every person to observe such other more restrictive provisions.
No person shall stop or stand a vehicle at any time on any day upon any of the streets or parts of streets described in Schedule III attached to and made a part of this chapter.

A. 
No person shall park a vehicle for longer than the time limit shown in Schedule IV at any time between the hours listed in said Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV attached to and made a part of this chapter.
B. 
In the event that parking on any street or part of any street described in Schedule IV is now or shall hereafter become more restricted by operation of §§ 170-5, 170-6, 170-7, 170-9, 170-19, 170-20, 170-21, 170-25, and 170-26 of this Code or by operation of any other City ordinance or by operation of New Jersey statute or regulation, the more restrictive provision shall prevail. It shall be the duty of every person to observe such other more restrictive provisions.
C. 
In addition to and not in lieu of any provisions contained in Schedule IV, no person shall park a vehicle for longer than two hours on the following streets or parts of streets between the hours of 7:00 a.m. and 7:00 p.m.:

Kent Street
Longview Avenue
Marvin Avenue
Mary Street between Polifly Road and Summit Avenue
Parker Avenue
Parkway
Poor Street
Rowland Avneue
Simons Avenue
South Prospect Avenue

No person shall park a vehicle upon any of the streets or parts thereof described in Schedule V attached to and made a part of this chapter, except at the angle designated and only within the painted white stall lines.

A. 
No person shall park a commercial motor vehicle, as that term is defined in the Zoning Ordinance of the City of Hackensack, at any time upon any of the streets contained within the districts designated as residential areas, as described in said Zoning Ordinance and the Zoning Map attached to and made a part thereof, except that nothing herein shall be deemed to prohibit the parking of a commercial motor vehicle, or equipment related thereto, on a residential street while the vehicle's operator is actively and directly engaged in the transaction or performance of business with the owner or occupant of property located within that residential area, or the vehicle's operator is actively and directly engaged in the installation, maintenance or performance of public utility services in that residential area. In no event shall such parking be permitted for any reason between 9:00 p.m. and 7:00 a.m. the following morning, without specific authorization from the City Manager or designee, or the Hackensack Police Department.
B. 
No person shall park a commercial motor vehicle, as that term is defined in the Zoning Ordinance of the City of Hackensack, at any time upon any of the streets contained within the districts designated as O (Office) Zones, B (Business) Zones, HRO (High Rise Office) Zones, UN (University Office) Zones, HCS (Health Care Services) Zones and any Special Improvement District, as described in said Zoning Ordinance and the Zoning Map attached to and made a part thereof, unless that commercial motor vehicle is owned or operated by the owner or occupant of legally zoned commercial property located in the particular zone where the vehicle is parked, or the vehicle's operator is actively and directly engaged in the transaction or performance of business with the owner or occupant of legally zoned commercial property located in the particular zone where the vehicle is parked, or the vehicle's operator is actively and directly engaged in the installation, maintenance or performance of public utility services in that zone.
C. 
No construction equipment shall be parked or placed in a roadway or the City's right-of-way at any time without specific authorization from the City Manager or designee, or the Hackensack Police Department.
