No handbills, posters, banners or other advertisements shall be posted, tacked, hung or strung or otherwise placed on or from any poles or other objects in or over the streets or highways of the Borough of Haledon, nor shall any banners or other advertisements be hung or strung from any building or other object outside the streets of the Borough of Haledon so as to hang over or project over the streets or highways of the Borough of Haledon.
Public uses, as approved by the Borough, are exempt from the provisions of this chapter.

Each and every person or corporation violating any of the provisions of this chapter shall, upon conviction thereof, forfeit and pay a fine of not more than $500 or suffer imprisonment in the county jail for not more than 90 days, and the Judge before whom any such person may be tried may impose such punishment of fine or imprisonment in the county jail as he may see fit, not exceeding the maximum as herein fixed.
