As used in this chapter, the following items
shall have the meanings indicated:
As applied to a dog, off the premises of the person owning
or keeping or harboring it and not securely fastened to a tether,
leash, cord or chain, or the like, held by its owner or other person
capable of controlling said dog.
Any dog, bitch or spayed bitch.
Any dog which has attained the age of seven months or which
possesses a set of permanent teeth.
As applied to the proprietorship of a dog, includes every
person, family, firm or corporation having a right of property in
such dog and every person, family, firm or corporation who has such
dog in its keeping.
The owner must be at least 18 years of age.
If the owner is less than 18 years of age, a parent or legal guardian
shall become co-owner of the dog(s) and shall assume full responsibility,
in lieu of the minor, in order to comply with the provisions in this
chapter, which include obtaining a license under the name(s) of either
the parent or guardian or under both the parent and minor or guardian
and minor.
Any person who shall own keep or harbor a dog
of licensing age in the Borough shall, in the month of January in
each year, apply for and procure from the Borough Clerk a license
and official metal registration tag for each dog so owned, kept or
harbored and shall place upon each dog a collar or harness with the
registration tag securely fastened thereto.
The owner of any newly acquired dog of licensing
age or of any dog which attains licensing age shall apply for a license
and registration tag for such dog within 10 days after such acquisition
or age attainment.
A.Â
The license form shall state the breed, sex, age,
color and markings of the dog for which the license and registration
are sought; whether it is of a long- or shorthaired variety; whether
it has been surgically debarked or silenced; the name, street and
post office address of the owner; and the person who shall keep or
harbor such dog. The information on said application and the registration
number issued for the dog shall be preserved for a period of three
years by the Borough Clerk or other official designated to license
dogs in the Borough. In addition, he shall forward to the State Department
of Health and Senior Services each month, on forms furnished by said
Department, an accurate account of registration numbers issued or
otherwise disposed of Registration numbers shall be issued in the
order of the applications.

If the dog tag is lost, the owner must bring the original
application and written license to the Borough Clerk's office, and
a new application and license will be prepared and a new tag issued.
The replacement cost for this service will be $5. In the event that
the owner does not have any prior paperwork, then a new license and
fee will be required.
C.Â
Evidence of inoculation with a rabies vaccine or certification
of exemption valid through October of the prospective year shall be
presented to the Borough prior to the issuance of any such license,
official registration tag or sleeve.

D.Â
Any person required to obtain a license for any dog
and who fails to obtain such license by January 31 of each year shall
be subject to a late fee of $10, which shall be paid to the Borough
Clerk in addition to the regular license fee at the time the late
license form is made for the license.

No person, except an officer in the performance
of his duties, shall remove a registration tag from the collar of
any dog without the consent of the owner, nor shall any person attach
a registration tag to a dog for which it was not issued.
A.Â
A person who shall bring or cause to be brought into
the Borough any dog licensed in another state for the current year
and bearing a registration tag and shall keep the same or permit the
same to be kept within the Borough for a period of more than 30 days
shall immediately apply for a license and registration tag for each
such dog.
B.Â
Any person who shall bring or cause to be brought
into the Borough any unlicensed dog of licensing age and shall keep
the same or permit the same to be kept within the Borough for a period
of more than 10 days shall immediately apply for a license and registration
tag for each such dog.
Only one license and registration tag shall be required in any licensing year for any dog owned in New Jersey, and any such current license and tag issued by any other municipality of this state shall be accepted by the Borough of Haledon as evidence of compliance with § 97-5.

A.Â
A person
applying for the license and registration tag shall pay to the Borough
of Haledon a total annual fee of $8 for each neutered dog and $11
for each nonneutered dog. Said license, registration tag and renewals
thereof shall expire on January 31 of each year. Each license and
tag shall be renewed annually. Such licenses and registration tags
are not transferable from one dog to another.
B.Â
License
fees include $1 for each dog licensed that is forwarded to the New
Jersey Department of Health (NJDOH) and placed in the Rabies Trust
Fund to support state rabies and animal control programs; $3 for dogs
that are not spayed or neutered, which is forwarded to the NJDOH Animal
Population Control Program (APC) to fund the New Jersey low-cost spay
and neuter program; and $0.20 for each dog licensed that is also forwarded
to the APC.
C.Â
Dogs used as guides for blind persons and commonly
known as "Seeing Eye" dogs, dogs used to assist handicapped persons
and commonly known as "service dogs" and dogs used to assist deaf
persons and commonly known as "hearing ear" dogs shall be licensed
and registered as other dogs as hereinabove provided for, except that
the owner or keeper of such dog shall not be required to pay any fee
therefor.
